Since Shandong Province launched its pilot program for talent-driven high-quality development in county regions, 16 counties (cities, districts) have focused on maximizing talent's leading role in regional development. These pilot areas have adopted tailored approaches based on local conditions and distinctive features, exploring talent aggregation methods and talent-industry integration paths that suit their industrial advantages.
Leveraging industrial chains to attract talent clusters, Feicheng City is focusing on the new energy and new materials sectors, implementing a simultaneous "project + talent" recruitment model. As a pilot city for talent-driven high-quality county development, Shouguang City is concentrated on its vegetable industry, innovatively implementing the "Jia Sixie New Farmer" initiative. Longkou City has optimized its "Sincere Service for Talent Satisfaction" service brand, helping over 600 talented individuals annually with issues such as children's education, spouse employment, healthcare services, and other needs.
Limited by their development foundation and economic scale, county-level small cities, compared to large and medium-sized cities, inevitably face gaps in talent attraction and scientific research hardware and software support. Therefore, they must explore new talent cultivation and attraction paths that are rich in county-level characteristics and leverage small-city advantages in accordance with local conditions.
