　　Launch Ceremony of Dongying Fire Safety Promotion Month &On-site Observation Meeting for the Integrated Development of Fire and Rescue Forces of Oil Enterprises and Local Government Kicks off; Lai Shixiong, Yang Guoqiang and Sun Yongzhuang Give Speeches

　　On November 9th, the Launch Ceremony of Dongying Fire Safety Promotion Month &On-site Observation Meeting for the Integrated Development of Fire and Rescue Forces of Oil Enterprises and Local Government kicked off at Dongying City Fire Training Base. This activity was attended and addressed by Lai Shixiong, Secretary of the Party Committee and Political Commissar of Shandong Provincial Fire and Rescue Corps, Yang Guoqiang, Secretary of CPC Dongying Municipal Committee, and Sun Yongzhuang, Assistant to the General Manager of China Petrochemical Corporation, Executive Director and Secretary of the Party Committee of Sinopec Shengli Petroleum Administrative Bureau Co., Ltd., and representative of Sinopec Shengli Oilfield Branch. Yang Guoqiang announced the launch of Dongying Fire Safety Promotion Month.

　　Lai Shixiong gave full affirmation to the fire rescue work of Dongying City. He emphasized that fire rescue teams throughout Dongying City shall faithfully implement the guiding principles of General Secretary Xi Jinping’s flag-presenting speech, bravely undertake the missions and tasks in the new era, and actively integrate into and serve the overall situation, thus empowering the construction of a high-level modernized city with advanced fire safety. We shall conscientiously implement the requirements of the CPC Central Committee, the CPC Shandong Provincial Committee and the People’s Government of Shandong Province, resolutely shoulder the political responsibility of preventing risks and ensuring safety, and enhance the fire protection capabilities at the primary level. We shall stick to the theme of “Fire Safety for All, Life above All” cherished by the Fire Safety Promotion Month. We shall always define the functional orientation of the main force and the national team of emergency rescue.

　　Yang Guoqiang, on behalf of the CPC Dongying Municipal Committee and Dongying Municipal People’s Government, extended gratitude to Shandong Provincial Fire and Rescue Corps for their long-term strong support and paid high respect to the fire and rescue commanders and fighters who are fighting on the front line throughout Dongying City. He pointed out that, in recent years, parties at all levels in Dongying City have thoroughly implemented the guiding principles of General Secretary Xi Jinping’s important instructions, adhered to the concept of putting people and life first, and placed fire safety in a prominent position, thus maintaining a stable fire safety situation. At present, we are focusing on implementing the major national strategy of the Yellow River, fully implementing the deployments and requirements of the CPC Shandong Provincial Committee and Shandong Provincial Government, and accelerating the construction of a high-level modernized city. We shall take this activity as an opportunity to make a breakthrough in form innovation and effective output, widely carry out popular fire safety promotion and education training activities, and deepen the special rectification of fire safety, so as to keep improving the level of safety constitutionally. The fire and rescue forces throughout Dongying City shall keep strengthening professional and practical training, increase their skills, and enhance emergency response capabilities, which will make new contributions to promote the high-quality development of Dongying City.

　　As noted by Sun Yongzhuang, in recent years, under the care and guidance of Shandong Provincial Fire and Rescue Corps, oil enterprises and local government have taken the responsibility of jointly promoting high-quality development to build cooperation platforms, deepen cooperation mechanisms and expand cooperation fields. These efforts have made the atmosphere of the integration and development of fire rescue forces of oil enterprises and local governments stronger and the foundation more solid. As a central enterprise based in Shandong, Shengli Oilfield has always placed great emphasis on and continuously strengthened the construction of emergency response capabilities, and kept improving the ability to handle emergencies, leading to a fundamental transformation in the fire and rescue forces that evolved from being fragmented to unified, from small to large, and from weak to strong.

　　Participants also visited Dongying City Fire Training Base and observed practical drills for firefighting and rescue operations in chemical plants and high-rise buildings.

　　He Xianzhuo, member of the Standing Committee of CPC Dongying Municipal Committee and Executive Vice Mayor of Dongying City, presided over the activity. Among other attendees were Wang Yuegang, member of the Standing Committee of CPC Sinopec Shengli Petroleum Administrative Bureau Co., Ltd. and Deputy General Manager of Sinopec Shengli Oilfield Branch, municipal officials, and representatives of commanders and fighters from Dongying Fire Protection Rescue Detachment and Shengli Emergency Rescue Center.
